The attack skill is arcane, but %elemental works only when the chosen rune is the same element, for example arcane rune with %arcane.
Chantodo's resolve dmg ist always the element with highest %elemental in your equipment, for example 19% arcane and 20%fire --> Chantodo does firedmg.
