I think most of the cast-on-cooldown skills are already cast at the right time (on cooldown) by our bot.
I just add the option to cast primary skill every X seconds in the latest build to support the use of Focus/Restraint.

0.9.493 (2016-01-25)
- Crusader: Add option for Falling Sword - cast it for elites or when the number of mobs is greater than X
- Crusader: Add option for Iron skin - cast it for elites or when the number of mobs is greater than X
- Barbarian: Add option to disable Avalanche and disable earthquake
- Wizard: Arcane Orb - Don't use more than one time in X seconds
- Wizard: Use primary skill at least once in X seconds
- Add option "Destroy doors/corruption range"
